MEETING SET

The next meeting of the Northern Panhandle Firemen’s Association will be held on Saturday September 24 at the Colliers VFD at 7:30 PM.  For those using GPS systems to get around the address is 339 Pennsylvania Avenue Colliers WV.  For the conventional travelers take US 22 from RT 2 then take exit 3 Harmon Creek Road. Colliers VFD is about 3 miles and it will be on the left side of the road.

THE MEETING

Please attend this meeting.  The future of the Northern Panhandle Firemen’s Association will be discussed at this meeting.  We have had a hard time getting people to attend the regular meetings.  We have had to cancel three out of the last four Regional Fire Schools at West Liberty because of lack of attendance.  With this record staring us in the face, many people believe that the Northern Panhandle Firemen’s Association has outlived it usefulness.

Times change and so do the make up of the Fire Departments in our region.  Most departments are having a difficult time keeping old members and recruiting new members.  Since 9/11 rules governing Fire Departments have changed drastically.  New recruits must have over 100 hours of training before they are able to respond to fire calls.  The sense of volunteerism has diminished and young people have different priorities than some of us older people.

With all of these factors, the meeting will decide if then Northern Panhandle Firemen’s Association will continue to exist or whether we will discorporate.  If we do not have departments show up for the meeting it will be assumed that those department feel we should do the latter and it will be left to the officers to finalize the demise of the Northern Panhandle Firemen’s Association.

If the departments want to keep the Northern Panhandle Firemen’s Association functioning, there will have to be members willing to step in and take their turn as officers of the organization.

WORKERS COMPENSATION

NCCI Rule 7711 that was published today on the NCCI website - http://www.ncci.com - related to West Virginia's worker's compensation for volunteer fire departments.

I strongly encourage everyone to read this document as it outlines the NCCI rules that are on file with the State Insurance Commission as it will be the default guidelines that we will be held accountabel to...

A couple of questions that have popped up are:

·       What is the definition of, "...to benefit the community..."?

·       Not the exclusions to Board members.

·       Your reimbursement is only based on activities under the scope of 7711 - IF YOU HAVE PAID EMS/AMBULANCE, PAID STAFF (Chief, "custodians", Bingo workers, etc.) YOU WILL PAY A HIGHER RATE AND WILL NOT BE ELIGIBLE FOR REIMBURSEMENT UNDER THE STATE AUDITOR'S PROGRAM!

Good luck...
